Quick Fix

Based on this from @d11wtq, simply changing the source in Podfile works for us in our CI (which clean installs all pods every time):

We think it might be some custom DNS work on the CP netlify account. We've reached out in a few different routes.

Configured DNS to proxy through Cloudflare, which provides general stability.

What did you expect to happen?

The CDN should be monitored and listed, and should currently show as not operational.

What happened instead?

Everything shows as operational, but the CDN is not listed.
"Trunk" is listed, but it has a different host name ( so it's not really clear if this is the same thing or not, and also this shows as operational, so it makes me think this is something else.

The workaround to get working locally during this outage or CDN issue - guessing a DNS change or something?:

pod repo remove trunk

In Podfile

Then pod install and pod repo update will work again.

Later, when CDN is working again:

pod repo add-cdn trunk

As per @dnkoutso’s comment, the CocoaPods team is looking into this. We’ve reached out to Netlify to see if they can help determine the cause.

Luckily, in the meantime you can fallback to the git repo, as per @tommeier’s comment.

It looks like a rate-limit on Github's side, the source of files for jsDelivr's CDN.
It seems like they only recently added it. I will try to contact them in case they could whitelist our IPs.
We will also try to add more IPs to our origin system to distribute the requests among them to avoid hitting Github's limits

Whereas via the CNAME it fails with the "proxy cycle" error message.

The first change is now live. When we receive a 429 error from GitHub, we'll respond with a redirect instead of an error and instruct the client to download the file directly from GitHub. We'll continue working on a better solution to the underlying problem but this should be enough on its own to prevent the installs from failing (the error rates were below 1 % even during peaks so this won't have a significant impact on the overall performance).
